Technologists, Inc. Completes Phase 1 of ANP National Training Center

Ti completed Phase 1 of the ANP National Training Center in August 2011.

Fall, 2011— A Technologists, Inc. (Ti) team headed by project managers Zalmay Faraz and John Robins completed construction in August 2011 of Phase 1 of the Afghan National Police (ANP) National Training Center. The facility in Wardak province is Afghanistan’s premier full-service police training academy. It is a critical part of the ANP’s mission to recruit and educate outstanding applicants, to standardize police procedures, and to improve law-enforcement capabilities nationwide. When completed the complex will house as many as 3,000 students, plus 500 faculty and staff.

Ti is the lead contractor on the $98 million project for the U.S. Army Corps of Engineers Afghanistan Engineer District (USACE-AED). The facility consists of more than 125 buildings, including barracks, dining and health facilities, classrooms, plus an auditorium and gymnasium. Ti designed and built all site infrastructure, including perimeter stone walls, guard towers, roads, and outdoor shooting ranges, as well as the center’s telephone, Internet, and radio communications networks. The project also includes a 600,000 gallon per day wastewater treatment plant and a 250 KVA (kilovolt-amp) electrical generation plant.

The ANP National Training Center’s size and significance—plus its location in restive Wardak province—make it a prime target for local insurgents. Despite more than 250 rocket and mortar attacks, kidnappings, and other efforts to intimidate workers, Ti not only finished Phase 1 on schedule but developed a plan with USACE-AED that enabled the ANP to begin using classroom buildings in April 2011, even as other construction continued.

With winter fast approaching, Ti crews are working to complete Phase 2 of the ANP National Training Center by December 2011.
